Let the numbers be "2x-1" and "2x+1".
Then 2x-1 + 2x+1 <= 7
4x <= 7
x <= 7/4
----
2x-1 < 2(7/4)-1
2x-1 < 7/2 - 1
2x-1 < 2.5
---
But 2x-1 is an integer
So, 2x-1 = 2
