lets call the numerator a and the denominator b
:
a/b=1/4--->4a=b....eq 1
:
(a+3)/(b+3)=1/3--->3a+9=b+3--->3a=b-6...eq 2
:
take b's value from eq 1 and plug it into eq 2
:
3a=4a-6
:

6/24=1/4
(6+3)/(24+3)=9/27=1/3
