The equation for the butterfat is


    0.04x + 0.01*(30-x) = 0.03*30


From the equation


    x =  = 20.


ANSWER.  20 quarts of the 4% butterfat milk and  the rest, 30-20 = 10 quarts of the 1% butterfat milk.
