This formula and the entire formulation looks strange, since it does not define a speed limit.

Do they collect fines from everything what is moving in their county ?

Please do not explain to me that this formula starts working at s >= 25 mph.
I can derive it on my own.

Simply make your formulation correct.

Otherwise, I may think that if my speed there is under 25 mph, then they will pay me back.

64=8(s-35)
