Comparing 645 and 738 is different from comparing 645 from 649 in a few ways.
So going in order of the three digits we can see that the 645 and 738 begin with different number, one has 6 one has a 7.
In the second set,645 and 649, of numbers both begin with a 6.
The second+digits of the first+number set also differ. One is a 3 the other contains a 4.
In the second+set of numbers the second+digit is the same, both have a 4.
The third+digit of the first+set are also different, on being a 5 the other an 8.
In the second+set of numbers one of the third+digit is a 5 the other is a 9.
Comparing the first two numbers of the second two numbers is different because the difference between the first two numbers is much larger.
738+-+645+=+93
649+-+645+=+4
