45 —> 54 ==> 9/45 = 0.20 or 20% increase from 45 to get to 54
Since the percentage is a function of what the original two digit number is, the best we can do is find a formula for the percentage increase.
Let n be the initial (ten's) digit in the unswapped number (e.g. n=1 in 12):
