I think she has to make 8 jumps up.
If I call the ground level zero, that will
put her on step number +3%2A8+=+24+

Jumping down once puts her on +24+-+4+=+20+
Jumping down again puts her on +20+-+4+=+16+

She makes 1 jump up, putting her on +16+%2B+3+=+19+
She jumps up again, putting her on +19+%2B+3+=+22+

That is a total of +8+%2B+2+%2B+2+=+12+
She needs a minimum of 12 jumps, I think
