1 thousand is equal to 1 * 10^3
1 million is equal to 1 * 10^6
1 billion is equal to 1 * 10^9
10 billion is equal to 10 * 10^9 which is equal to 1 * 10^10.
if the number that is in the ten billions place is 5 less than 8, then that number has to be 3.
the number is therefore 3 * 10^10 which is equal to 30 * 10^9 which is equal to 30 billion.
the other digits in the number could be anything between 0 and 9, therefore, that number could be any number from 30,000,000,000 to 39,999,999,999.
