Perimeter = P = 2L + 2W = 38
We also have L = 3W - 5 (I think that is what you meant.)
Substituting we get
2(3W - 5) + 2W = 38
6W - 10 + 2W = 38
8W - 10 = 38
8W = 48
W = 6 so that
L = 3(6) - 5 = 13
