For 1500ml of 25% solution, you need (1500ml)(0.25)=375ml of alcohol.
375ml is 85% of (375ml/0.85)=441.18 ml, so you need 441.18 ml of the 85% solution to get 375 ml alcohol to make 1500 ml of 25% solution. To 441.18 ml of 85% solution you add (1500 ml-441.18ml)=1058.82 ml water.
