The prescription is for 15 grams of 0.6% hydrocortisone cream, so you need:
0.006(15g)=0.09 g hydrocortisone
1% cream has 1 gram hydrocortisone/100 gram :

You need 9 grams of 1% hydrocortisone cream.
To make the 15 grams for the prescription you need to add:
15 grams-9 grams cream =6 grams Aquaphor
ANSWER: To make 15g of 0.6% hydrocortisone cream add 9 grams of 1% hydrocortisone cream to 6 grams of Aquaphor.
