For metric on Earth, h(t) = -4.9t^2 + vt + h0 is commonly used, but sometime it's -5t^2.

h(t) = -4.9t^2 + vt + h0
For this problem:
h(t) = -4.9t^2 + 13t + 39
h(t) = -4.9t^2 + 13t + 39 = 11
It's a quadratic, solve for t, ignore the negative solution.
