You must really mean FLUID ounces, because the other measures are quarts and gallons which are volume measures. The formula specifies 3 fluid ounces of the green dye to 32 fluid ounces of white paint. This ratio is based on parts of volume.
The paint size to make is 8 gallons.
1 gallon = 128 fluid ounces.
1 gallon = 4 quarts.
Green Dye: fluid ounces
White Paint: fluid ounces
That amount of green dye is nearly but slightly less than quarts.
