This homework is supposed to be systems of equations but I think this question only requires one equation. I'm not sure though, thanks in advance!

Assuming the concentrations are volume per volume, and since pure acetic acid is a liquid, your calculation can go this way:
Let v = volume of 100% acetic acid to add
Solve for v.
