If 13 had neither, then 22 had one, the other, or both. But if 15 had sugar and 12 had milk that is 27 which is 5 more than 22. Hence, the overlap of the 15 and 12 had to be 5, and that is the number that had both milk and sugar. Mine was one of the 7 that only had milk. Extra credit: How many ONLY had sugar?
