So all I can think to do is .1x+.24x=.14(10) then solve for x but that gives me 4.11 and I can't mix two 4 liter solutions to make 10 liters obviously that makes no sense.

Let x = amt of 24% solution
then total amt is to e 10 l, therefore
(10-x) = amt of 10% solution

.24x + .10(10-x) = .14(10)
