chlorine + chlorine = chlorine
---------
0.03x + 0.15(100-x) = 0.06*100
---------
3x + 15*100 - 15x = 6*100
-12x = -9*100
x = (3/4)100
x = 75 gallons (amt of 3% solution needed)
100-x = 25 gallons (amt of 15% solution needed)
