The volume will be the same before and after the adjustment.

Let v = amount to remove and replace, in liters
Let P = current 30% antifreeze
let T = target 10% antifreeze wanted after adjustment
let C = 16 L, radiator capacity and current volume of antifreeze solution present


Note that you add PURE antifreeze which is 100% antifreeze, and you add as much volume of this as the volume of the initial 30% antifreeze which is to be removed.
