(percent mixture wanted) = (amount of pure drug)/(mixture)

Amount of just the drug is
Amount of mixture obviously was given, 15 ml.
This uses x for amount of the 16 drug and y for the amount of the 28% drug.

The FRACTION of the mixture as drug we want is 0.24, which means same as 24%.
