Convert both to z-scores so you can compare them on the same scale.
SAT:
z(1130)=(1130-1026)/209 = 0.4976...
ACT:
z(25)=(25-20.8)/4.8 = 0.875

The 25 on the ACT is a higher score than the 1130 on the SAT.
