32 fluid ounces of water + v fluid ounces of 37% bleach.
Want 5% bleach; how much is v?
Amount of bleach = v*37
Amount of 5% solution = 32+v
Concentration of 5% solution = 5, as percent
You did not state how the percentage bleach concentration is used. One might assume you mean weight per volume.
