Let x = amount (liters) of 34% solution added
then
.23(1.3) + .34x = .27(1.3 + x)
0.299 + .34x = 0.351 + .27x
.34x = 0.052 + .27x
0.07x = 0.052
x = 0.052/0.07
x = 0.74 liters
