then i set up this equation: 21.6+x=.94(24+x)
after solving i got 16 gal of pure water. Is this correct?

You are right but took the hard way to do it, a simple equation would be
.10(24) = .06(x+24)
2.4 = .06x + 1.44
2.4- 1.44 = .06x
.96 = .06x
x = .96/.06
x = 16 gal
