0.35*16 = 5.6 oz of HP
If 5.6 oz is 12%, then the total solution = 5.6/0.12 oz = 46.67 oz
Add 46.67 - 16 = 30.67 oz of water.

35*16 + x*0 = (16+x)*12
560 = 192 + 12x
x = 368/12 = 30.67
