Let w = amt of water required
then
(2-w) = amt of bleach
:
An amt of bleach equation
(2-w) = .03(2)
2 - w = .06
-w = .06 - 2
-w = -1.94
w = 1.94 liters of water;
and
2 - 1.94 = .06 liters of bleach

But I see you want to know how many cups.
1 liter = 4 cups
1.94(4) ~ 7 cups of water
.06(4) ~ cup bleach
