Let x = amount (ounces) of 16%
then
32-x = amount (ounces) of 28%
.
.16x + .28(32-x) = .25(32)
.16x + 8.96 - .28x = 8
8.96 - .12x = 8
-.12x = -0.96
x = 8 ounces (of 16% gold content)

32-x = 32-8 = 24 ounces
