If you have 20 ml of clove oil; to make a 2% solution you need 20/.02=1000 ml
Since you already have 20ml of oil, you need 980ml of water to get a 2% solution.
980/3785mls=.259 gls. of water to be added, which equals 33.14 fl.oz..
