salt + salt = salt
0*x + 0.16*30 = 0.12(x+30)

Multiply thru by 100 to get:
0 + 16*30 = 12x + 12*30
12x = 4*30
x = (1/3)30
x = 10 lbs (amt. of fresh water needed)
