When I try solving the problem the answer that I got was $130.05! How I got the answer I add 28.90 four times plus 14.45(because that's the half of 28.90) and I got 130.05!

That's right but:
After you find the cost of 1 sweater (14.90), just multiply that by 9
9 * 14.45 = $130.05
