milk containing 1% fat: this will be 15-x gallons
Mixture 15 gallon containing 2% fat?

0.04x+0.01(15-x)=15*0.02
0.04x+0.15-0.01x=0.3
0.03x=0.3-0.25
0.03x=0.15
x= 0.15/0.03
x= 5 gallons of 4% fat

Let x be the total amount of the 4% milk. The (15-x) would be the eamount of the 1% Milk

.04x + .01(15-x) = .02*15gal
.
simplify and solve
.04x - .01x + .01*15 = .02*15gal
.
.03x = .01*15gal
.
x = .15/.03
.
x = 5 gal
.
