Assuming the "Salt" has zero percent Chlorine in it you get:

Equation:
Chlorine + Chlorine = Chlorine
0.99*100 + 0x = 0.46(100+x)
---
Multiply thru by 100 to get:
99*100 + 0 = 46*100 + 46x
---
46x = 53*100
x = 115.21 grams of Salt (amt of Salt needed for the mixture)
