Hi,
Note: the % States the amount of acid in the TOTAL Solution.
Question states the following to be true of the amount of acid present.
.40* 30L = 12L of acid
.
Let V be the TOTAL Amount of the 30% Solution:
.
.30*V = 12
V = 40 L
There would need to be 10L of water added.

Check Your Answer:
.30*40L = 12 L of acid in that solution, as well.
