This isn't exactly an algebraic solution, it's just logic.
12 L * .45 = 5.4 L of pure acid
8 L * .70 = 5.6 L of pure acid.
There are 11 L of acid, in 20 L of liquid, therefore, it would be 55% acid solution. (11/20).

In this question, you are increasing the amount (concentration) of acid. The final concentration should be between 45% and 70%.
x=[(70-45)/45]x100=55% (Answer)

The percent of acid in the mixture =  = 0.55 = 55%.


The numerator of the fraction is the pure acid content in liters, coming from two ingredients.


The denominator is the total liquid volume, in liters.
