Let the measure of the smaller angle be "x".
Then the 2nd angle's measure will be 8x-9.
EQUATION:
1st angle + 2nd angle = 180 degrees
x + 8x -9 =180
9x=189
x = 21 degrees
8x-9 = 159 degrees
