Let x = amt of 58% solution
It say's the amt of the resulting mixture is to be 130 ml, therefore
(130-x) = amt of 19% solution

A typical mixture equation
:
.58x + .19(130-x) = .28(130)
:
.58x + 24.7 - .19x = 36.4
:
.58x - .19x = 36.4 - 24.7
:
.39x = 11.7
x =
x = 30 ml of 58% solution required
and
130 - 30 = 100 ml of 19% solution
