400 liters of 32% is 400*0.32 liters of acid, or 128 liters. The rest of it, 400-128, is water. That's 272 liters of water.
To add water to make it 25% means that the 128 liters is 1/4 of the overall mixture. The other 3/4 has to be water, so that's 384 liters.
Since there are 272 liters of water now, you'd have to add 112 liters of water.
BTW, 400 liters is a REALLY BIG beaker, about 100 gallons.
