If  k < 1  and  h - 2k = 0,   


then


h = 2k < 2.


ANSWER.  If  k < 1  and  h - 2k = 0,   then  it implies  that  h < 2.


Notice that in your post option  B)  is identical to option  D),  which is,  OBVIOUSLY,  a typo and/or a mistake.
