8 liters of the 22% solution contain 0.22*8 liters of the vinegar.


9 liters of the 76% solution contain 0.76*9 liters of the vinegar.


The mixture has the volume of 8 liters + 9 liters = 17 liters

and contains  0.22*8 + 0.76*9  liters of vinegar.


The concentration of the mixture is the ratio of the vinegar volume to the total mixture volume of 17 liters:


    concentration =  = 0.5059  or  50.59%.
