it doesn't matter what the car is rated at, since the real world usage of the car is 43.2 miles per gallon.

he should use 43.2 miles per gallon.

the question is:

how far could he travel on 37 gallons of gasoline if the gasoline costs 4.13 per gallon?

this doesn't make sense, since he can travel the same distance on 37 gallons of gasoline regardless of the cost per gallon.

a better question would be:

how far could he travel on 37 dollars if the gasoline costs 4.13 per gallon?
