Ratio of 2:1 and 2+1=3 so 2/3 shows that out of every 3 parts 2 parts are oil.
But we don't need 3 we need 16. OK, 16/1*2/3= 32/3 divide and you get:
10.667 oz of oil and:
16-10.667= 5.333 oz turpentine
