Find the logical possibilities and include and eliminate accordingly.

Phil: 20 or 22.

Steve & Esther: 19&20, or 20&21 or 21&22.

Steve: 19 or 21.

My logic sense is starting to break but intuition helps to see that Phil=22, Steve=21, and this helps to fit Esther=20.
