being "exactly in the middle" means that there are an equal number of cars behind and in front of the "middle" car:
---
if the "middle" car is the 9th car, there are 8 cars in front and 8 cars behind the "middle" car:
8 + 8 = 16
---
add to that the "middle" car:
16 + 1 = 17

17 cars total
