I know we are solving for the circumference and know the circumference formula. The answer key says 11 feet is the radius. It appears to me to be the diameter when reading the question. Which is it, the radius or diameter and why? Thank you.

The description for the question either indicate "diameter" or it indicates "radius". The rope has a length. If Jim holds the rope at one of the ends, then when he swings this rope, the other end is 1 radius distance from him. Your answer key was simply not adequately written, because you already were given that the radius was 11 feet.
