19.2X+124.8 > 5666.4 Subtract 124.8 from both sides to get all the numbers on the same side of the inequality.
19.2x > 5541.6 Divide both sides by 19.2 to get x by its self.
x > 288.6

So for any year after than 2279(1990+288.6 rounded to the nearest year) will have federal aid to state and local governments exceeding 5666.4 billion.
