1 1/2 = 3/2
4 1/2 = 9/2
Let x be the amount of water needed.
we will ratio and proportion, their ratio should be the same


after simplification, it changes to


Now cross multiply
1 x 4x = 3 x 3
4x = 9
divide both sides by 4
x = 9/4 or 2 1/4
so Answer is C
