For part a, should we assume it is each man works at the same rate as in the previous description? Or does the question mean that the group of 8 men work at the same rate as the group of the 14 men? If the groups work at the same rate, then the group of 8 men would also need 6 hours 40 minutes to complete a job.

That makes question part b unclear. Taking the question part b exactly as it is stated, no assumptions, the 8 men would complete 1 job in 6 hours 40 minutes, which is hours. (SAME RATE AS THE DESCRIBED 14-MAN GROUP!). The one-man rate for this is jobs per hour.
