You could write an equation where h = number our hours parked
and p = cost of parking
p+=+2+%2B+1.5%28h-1%29
if h = 8,
p+=+2+%2B+1.5%2A7
p+=+2+%2B+10.5
p+=+12.5 or $12.50
The change for a $20 is 20+-+12.5+=+7.5 or $7.50 answer
