alch + alch = alch
----
0.12x + 0.04(20-x) = 0.9*20
-----
12x + 4*20 - 4x = 9*20
8x = 5*20
x = 12.5 gallons (amt. of 12% solution needed)
20-x = 7.5 gallons (amt. of 4% solution needed)
