a) A new dental rinse "reduces plaque on teeth by over 300%"
A 100% reduction would result in "no plaque". 300% reduction
is meaningless.

b) An airline working to decrease lost baggage has "already improved 100% in the last six months."
They can stop working; lost baggage has already been reduced to "zero
bags lost".

c) "If interest rates drop from 10% to 5%, that is a 100% reduction."
A 100% reduction would mean " a zero interest rate".
They should have said there was a 50% drop in the interest rate; that
would really get people confused.
