In 2005, the number of federal hazardous waste sites in Cali was 3 less than twice the number of sites in Washington. How many hazardous waste sites were there in Washington if there were 21 such sites in Calif?
In Washington, there were ____ federal hazardous waste sites.
I said 39. A friend of mine also said 39. The correct answer was 12.
21 * 2= 42
42 - 3 = 39
I am not sure what I am doing wrong.

Equation:
c = 2w-3
21 = 2w-3
2w = 24
w = 12 (12 sites in Washington)
